EARTH PARLIAMENT DAY
23 APRIL 2026
The website is in a gradual launch mode.
[ Why ] – The planet and humanity need an effective, just, and democratic geopolitical system, and a new approach to create it.
[ What ] – A proposal for this system, capable of maintaining peace and solving the existential threats to the biosphere and our society.
[ How ] – A roadmap to Earth Parliament by 2035 and a fully developed global democracy by 2050.
It takes 4 bn Earth Citizens (2/3 of the world’s voters) to establish democratic legitimacy. Be one of them.
Geopolitical Framework (Overview)
The following 18 “earthwheel” images illustrate a proposed analysis, vision, and method for the creation of a sustainable, socially just, and democratic global civilisation.
[ Why ] – (wheels 1–3): The current stage in our geopolitical evolution is oppressing stateless nations and other cultural identities, and causing global paralysis. It is outdated and must be replaced by a global democracy to avoid tyranny or collapse. The questions are: What system, and how to build it?
[ How ] – (wheels 4–12): The first stage (wheels 4–6 above) separates cultural identities from justifying governance *, the next (wheels 7–12) completes the bloc level for peacekeeping and execution through subsidiarity, in parallel with building the global core.
[ What ] – (wheels 13–18): A sustainable geopolitical system emerges, with three powers and three councils in all units at every level, all interconnected through “AGORA” — the global public square for education, deliberation, and voting.
* We introduce new linguistic tools to enable a clear and precise discussion of geopolitical legitimacy.
ID=GOV denotes systems in which cultural identity legitimises governance—such as nation-states, theocracies, or ideology-based systems. In symbolic terms, “=” means that a specific identity claims the right to control governance.
GOV//ID denotes systems in which governance is institutionally neutral toward cultural identities, while remaining inclusive of all identities that respect this principle and each other. In symbolic terms, “//” means that governance and cultural identities operate in parallel: identities coexist freely, but none may legitimise control over governance. It thus extends the principle of secularity beyond religion to all forms of cultural identity.
Without real global governance, humanity will not be able to address the existential challenges threatening life on this planet. To achieve it, we must move sovereignty upwards to the global level and create a global federation of sovereign blocs.
The ID=GOV condition locks sovereignty into the current fragmented pattern, where every nation-state is forced, by design, to care only for itself and its constituents. Therefore, transitioning to GOV//ID and allowing sovereignty be moved to an adequate level is a necessary condition for resolving territorial conflicts and overcoming global political paralysis.
Without this separation, no coherent geopolitical system is possible—except through the imposition of a single identity as a global tyranny, a condition incompatible with freedom and long-term stability.
The ID=GOV “idgov” condition:
Identity (ID) defines and justifies governance (GOV)
The GOV//ID “govid” condition:
Identities (ID) don’t define, but live in parallel with each other and with governance (GOV)
The squares in these illustrations represent units of governance, roughly corresponding to the scale of today’s average-sized nation-states, and the lines represent their hard borders. In the ID=GOV image, the black circles represent stateless nations and other identities suppressed by those that won history’s lottery of statehood. In the GOV//ID image, all identities have equal status and exist in a separate layer, overlapping each other. The soft borders are purely administrative, with the same global legislation on both sides, and are therefore shown as dashed lines.
Origin
Worried Earthlings (WE) is the informal network of concerned Earth citizens who originated the United Earth Initiative. Building on the work of thousands of thinkers, both historic and contemporary, WE articulated the moral and structural necessity of democratic global governance and developed the core ideas underlying this project.
WE have chosen to remain anonymous due to security concerns and to foster a culture focused on our shared planet and the global society, rather than on individuals. WE are convinced that the exaggerated and cynical individualism of our time, along with obsolete and anachronistic tribalism and nationalism, has become a structural trap. Seen together, these dynamics obscures the fact that many of the forces shaping individual lives now operate globally, without democratic control. Global democratic governance is necessary precisely to protect individual freedom and local societies against these forces.
The United Earth Initiative is established to develop and facilitate the institutional pathways required to create a genuine democratic geopolitical system on planet Earth, capable of resolving the current global crisis and laying the foundation for a peaceful civilization.
