United Earth Pact
The United Earth Pact (UE Pact) is the binding proto-constitution of United Earth’s founding organisation, adopted at launch and governing its participating units throughout the constituent transition until Earth Parliament is constitutionally established. Its purpose is to protect the democratic arena and the rules by which the organisation progressively transfers responsibility to Earth Citizens and their elected institutions.
The Pact identifies the responsibilities of the Foundation, the independent Councils, the temporary UE Parties and other acceding units. It regulates access to United Earth’s shared name, intellectual property, AGORA and organisational infrastructure, and binds every unit — including the Foundation itself — to rules preventing institutional capture and arbitrary interference with democratic succession.
The Foundation must act against documented material breaches, including by withdrawing affiliation and use rights and arranging replacement of an excluded unit. The Pact establishes the right to challenge and overturn such decisions through independent review. The initial global and five provisional continental Council structures shall jointly elect an independent Pact Tribunal within three months of their establishment.
The Pact distinguishes ordinary Earth Citizens, who may support or oppose United Earth’s political aims while complying with common AGORA operating rules, from organisations and functionaries, which undertake additional, enforceable obligations appropriate to their institutional roles.
