About
Building global democracy
United Earth is a global initiative to develop a democratic geopolitical system capable of addressing humanity’s shared challenges and building a peaceful, ecologically sustainable and socially just civilisation.
Initiated by Worried Earthlings (WE), the initiative invites people everywhere to participate in building a global political community and the institutions needed for democratic governance at the planetary level.
The strategy is to establish Earth Parliament independently through a global grassroots constituent process, then transform the United Nations system under the democratic and constitutional authority of the new global political order.
The initiative’s theoretical foundation is a work in progress, presented in three main parts on this website — WHY, WHAT and HOW — and in the document Earth democracy: Why it is needed, what it is, and how we build it (downloadable here).
This is a starting proposal for collective development, not a predetermined constitution. Its ideas, institutions and methods are open to critical examination, testing and democratic revision:
- WHY examines the structural problems of today’s geopolitical system.
- WHAT proposes a global democratic, constitutional and institutional architecture.
- HOW describes how humanity can build it through peaceful, democratic and constitutional processes.
Building the system together
United Earth begins as a proto-organisation, developing and testing elements of the future democratic system before they acquire constitutional authority.
Through Earth Citizenship, people can join the emerging global political community. AGORA provides the common environment for participation, deliberation, proposals and democratic voting, initially within the proto-system. Local and other nodes, Councils, transitional political initiatives and practical programmes will support its development.
The initial organisation is being established through temporary legal structures in Norway. The independent, non-profit United Earth Foundation will provide organisational continuity, develop and safeguard the infrastructure, and facilitate the transition towards democratically governed institutions.
Like the first facilitator who developed the initiative’s foundations, the organisation exists to enable others to build the democratic system, not to exercise political authority on their behalf.
United Earth aims to cooperate with other organisations and initiatives working towards global democracy. Its purpose is to enable humanity to build the system together, not to establish permanent political authority for the organisation itself.
Milestones
23 April 2027 — First Earth Parliament Day. A global invitation to participate, organise and begin making the emerging democratic community visible.
2031 / 2035 — Earth Parliament. The preferred establishment date is 23 April 2031, with 23 April 2035 as the latest target. Establishment requires affirmative founding assent from 4 billion verified adult Earth Citizens, democratic agreement on the necessary constitutional operating terms and institutional readiness.
2050 — Earth Federation. The latest target for an operational global democratic federation, developed through legitimate constitutional processes and voluntary territorial accession.
These are ambitions guiding a democratic process, not outcomes that United Earth can determine in advance.

The foundations have been proposed. What happens next depends on the people who choose to participate.
