United Earth Councils
The Science Council, Ethics Council and Culture Council — together the SEC Councils — form the independent knowledge and competence structure developed alongside AGORA. Their task is to support informed democratic judgement through scientifically grounded assessments, ethical reasoning and cultural knowledge, organised through PAI×SEC. They advise; political decisions belong to citizens and their legitimate institutions.
The existing United Earth Councils Association (UEc, org. no. 935 478 685) remains the initial independent legal vehicle for building the Council network. The first priorities are to establish the global SEC Councils and candidate pools, together with five provisional continental Council structures: AFRICA, AMERICA, ASIA, AUSTRALIA and EUROPA. These spaces are used for deliberation on the bloc structure to be used in AGORA. The goal is to develop the first operational bloc map by EPD27.
Council members are Earth Citizens with specific competence-based responsibilities. Their work, deliberations, nominations and internal elections operate through dedicated functions within AGORA. Other Earth Citizens can observe these procedures, subject to necessary protections for personal data and confidential material. Council functions do not create superior civic or political rights.
The network is also the recruitment base for the United Earth Foundation’s board and, once sufficiently established, the proposed independent Pact Tribunal. The Councils remain institutionally independent of the Foundation; their cooperation is governed by the Pact.
