Earth Parliament Day – 23 April

An annual global pulse for building planetary democracy

From Earth Day to Earth Parliament Day

For more than half a century, Earth Day (22 April) has brought people together around concern for the state of our planet and the need to protect its living systems.

Earth Parliament Day (EPD), on 23 April, takes the next step: from recognising humanity’s shared challenges to developing the democratic institutions needed to address them together.

The two dates express complementary purposes. Earth Day mobilises concern and action for our planet. Earth Parliament Day focuses on building the political community, democratic processes and institutions through which humanity can govern its shared affairs.

The first annual event, Earth Parliament Day 2027 (EPD27), will take place on 23 April 2027, beginning with a collective declaration of the intention to establish Earth Parliament.

A shared annual rhythm

Earth Parliament Day is proposed as a recurring global focal point for the peaceful and democratic development of Earth Parliament.

Every year, 23 April brings the growing community of Earth Citizens, local nodes, organisations and other participants together around a common objective.

The day gives the continuous work of democratic development a shared rhythm: organising, mobilising, participating, evaluating progress and preparing for the next annual cycle.

Its strength lies in simultaneity without uniformity. People and communities around the world can contribute in different ways while working towards the same democratic objective.

This annual pulse is intended to strengthen public participation, shared understanding, institutional capacity and the legitimacy of the emerging global political community.

Global participation, local initiative

Earth Parliament Day combines common digital infrastructure with activities organised by participants and communities around the world.

Through AGORA, Earth Citizens can participate in global discussions, proposals and democratic processes as the proto-system develops.

Local nodes and participating organisations can arrange public meetings, debates, assemblies, cultural events, educational activities, democratic exercises and practical programme work.

The day is also deliberately intergenerational. Children and young people can participate through learning, discussion, cultural activities, proposals and age-appropriate democratic exercises, helping shape the future they will inherit.

The common global infrastructure supports coordination, accessibility and communication, while local organisers determine how the day can best serve their communities.

From declaration to democratic legitimacy

The first Earth Parliament Declaration expresses a collective intention: humanity should establish an Earth Parliament through peaceful, democratic and constitutional processes.

Declaring this intention does not establish a parliament or claim political authority. It begins a constituent process through which a sufficiently broad global political community can develop the democratic institutions and constitutional foundations required.

Earth Citizenship provides access to participation in the constituent process. Support for establishing Earth Parliament is expressed separately through an explicit, verifiable and withdrawable declaration. This does not require agreement with every part of United Earth’s constitutional proposals or policies.

Earth Parliament Day is therefore not an annual referendum on whether a global parliament should exist. It is an occasion to make the progress of the constituent process visible and to develop it further.

As participation and institutional capacity grow, successive Earth Parliament Days may include increasingly substantial democratic activities, constitutional deliberations and elections within the developing proto-system.

Towards Earth Parliament

The preferred target for establishing Earth Parliament is 23 April 2031, with 23 April 2035 as the latest public target date.

These dates guide the mobilisation, but democratic legitimacy cannot be established by a calendar alone. The required constituent support, constitutional arrangements and institutional readiness must be in place.

Each Earth Parliament Day can make progress towards these requirements visible, including the growth and geographic breadth of Earth Citizenship, democratic participation and constitutional development.

If the required conditions are not met by the target dates, the annual process continues.

Earth Parliament Day thus provides a shared global rhythm for a task that may take years, but whose success ultimately depends on humanity’s own democratic participation.

One date, many ways to participate

23 April is a common civic reference point, not a date that United Earth claims to own. It is intended to be open to people and organisations everywhere, with different perspectives, identities and approaches to global democracy.

The annual activities will develop as the proto-system grows. Each EPD event will have its own programme, participation opportunities and dedicated event page, beginning with EPD27.

One planet. One annual date. A growing global democratic community.
