Initiation
From launch to the first working global democratic structures
Beginning the transition
United Earth begins by opening a global civic initiative and developing the first working elements of the democratic system proposed in WHY, WHAT and HOW.
The central undertaking is to develop AGORA into a global democratic infrastructure capable of documenting that two-thirds of the world’s eligible voters support establishing Earth Parliament on a constitutional foundation of identity-independent governance (GOV//ID).
This requires more than gathering support. It requires a secure and accessible global civic arena, independent knowledge institutions, democratic procedures, organisational continuity and protection against manipulation and institutional capture.
The initiative therefore begins as a proto-organisation, building and testing these functions while gradually developing the participation, capacity and legitimacy needed for the constituent process.
Opening participation
The first public phase opens several complementary paths for participation.
Earth Citizenship (EC) is the common entry point. Everyone may register, including people who oppose Earth Parliament or United Earth’s proposals. Support for establishing Earth Parliament is recorded separately through an explicit declaration.
AGORA is the shared civic arena for discussion, learning, proposals and, as its functions develop, democratic voting. Its participation rules protect equal standing, open deliberation and the integrity of democratic processes.
Nodes enable Earth Citizens to organise locally and connect their communities to the global initiative.
INIT provides the workspace for contributors developing the organisational, technical and communicative foundations.
Earth Parliament Day (EPD) provides a common annual focal point for participation, mobilisation and institutional development, beginning with EPD27 on 23 April 2027.
These participation paths will expand as their supporting infrastructure becomes operational.
Establishing the organisation
The founding phase is carried by temporary legal arrangements while the permanent organisational structures are established.
The existing United Earth association (UEa) conducts the initial fundraising campaigns and facilitates the establishment of the independent United Earth Foundation (UEf).
The Foundation will own and safeguard the shared intellectual property, websites, AGORA infrastructure and other critical assets, providing continuity and professional operational capacity.
The independent United Earth Councils Association (UEc) develops the Science, Ethics and Culture (SEC) Council network.
The United Earth Pact establishes the binding proto-constitutional framework governing the participating organisations, protection of the common infrastructure and the progressive transfer of authority to democratically elected institutions.
The organisations and their responsibilities are described under Organisation. Establishment and other practical activities are documented under Projects and Progress.
Building the first Council and geographic structures
The initial institutional priority is to establish the global SEC Councils and candidate pools, together with five provisional continental Council structures:
AFRICA · AMERICA · ASIA · AUSTRALIA · EUROPA
Corresponding spaces in AGORA enable Earth Citizens to deliberate on the first operational division of the world into blocs.
The objective is to develop an initial operational bloc map by EPD27. This map will provide a working geographic structure for AGORA, without establishing political jurisdictions or predetermining the eventual constitutional bloc structure.
The Councils will begin developing their knowledge and competence functions through PAI×SEC, while their members use dedicated AGORA functions for internal deliberation, nominations and elections.
The initial global and continental Council structures will also jointly elect the independent Pact Tribunal, within three months of their establishment.
Developing democratic capacity
AGORA must progressively develop the capacity for secure identity verification, structured deliberation, proposal-making, voting, public scrutiny and independently verifiable results.
A substantial moderation capacity will also be necessary. Trained volunteers and professional personnel will help protect participation under transparent, proportionate and reviewable rules.
The organisation will develop the legal, technical and institutional safeguards required for AGORA to serve people with opposing political positions on equal terms.
In parallel, United Earth Parties can begin developing the parliamentary adapter mechanism through which eligible Earth Citizens’ decisions in AGORA are carried into existing parliamentary systems.
Each step provides opportunities to test the proto-system, identify weaknesses and improve its institutions.
Towards EPD27
The first Earth Parliament Day, 23 April 2027, is the principal public milestone for this initiation phase.
The priorities leading towards EPD27 are to:
- Establish the Foundation and activate the United Earth Pact.
- Begin developing the global and provisional continental SEC Council structures.
- Expand AGORA’s practical participation and institutional functions.
- Develop the first operational bloc map through open deliberation.
- Build the organisational and technical capacity needed for wider global participation.
- Prepare the first Earth Parliament Declaration and the global and local activities of EPD27.
These are development objectives, not prerequisites for participation or claims that a functioning global democracy already exists.
The purpose of initiation is to make the constituent process possible: to develop an increasingly capable, open and protected democratic infrastructure through which humanity can establish Earth Parliament on a legitimate constitutional foundation.
