Participation principles

The United Earth initiative is working to make Earth Citizenship (EC) a constitutional reality in a future global democratic state. To advance this goal, it has introduced proto-Earth Citizenship (ECp): an organisational status that will gradually acquire more democratic capacities as the initiative develops AGORA, its global platform for direct democratic participation.

Learn more about Earth Citizenship →

AGORA is a shared civic space where ECp holders learn, deliberate, challenge ideas and develop proposals for global democracy across national, cultural, religious, philosophical and ideological differences.

These principles govern formal ECp onboarding and participation in AGORA during its proto-phase. Accepting them is a condition of receiving ECp. At launch, ECp activation and AGORA’s active participation functions are restricted to verified adults aged 18 or older.

Registering support for establishing Earth Parliament and an intention to claim ECp does not require acceptance of these principles.

1. A shared democratic purpose

AGORA is being built as the civic participation platform for a future global democracy based on the equal political standing of all people through Earth Citizenship (EC). It rests on two foundations: the intrinsic value of life, articulated in the Declaration of the Rights of Life, as its ethical starting point, and the GOV//ID principle as its constitutional principle.

You do not need to endorse United Earth’s vision or programmes. You may examine these foundations critically and disagree on policies, institutions, transition arrangements and United Earth’s proposals, provided you engage constructively within these principles.

2. GOV//ID: Identity-independent governance

GOV//ID (pronounced govid) is United Earth’s proposed principle for separating public governance from collective cultural identities. It is explained and illustrated alongside its opposite, ID=GOV (idgov), in WWH section 2.2: A new geopolitical toolset.

GOV//ID is a binding rule of the proto-system and cannot be abolished through its internal procedures. Accepting it is not an endorsement of GOV//ID as a provision of a future Earth Constitution. That is a decision for the future constitutional process.

Do not use AGORA to advocate, organise or mobilise for establishing, restoring or perpetuating ID=GOV as a constitutional goal. You may question GOV//ID, its interpretation and its application, and discuss the timing, conditions and safeguards of a peaceful transition from existing constitutional arrangements.

3. Equal participation across identities

ECp holders of every background are welcome, and no one is asked to abandon, conceal or renounce their identity. Respect the equal right of others to hold and practise different convictions, including those that claim universal validity. No participant can require others to recognise their identity’s claimed truth or authority.

No identity has privileged standing in AGORA, neither United Earth as the initiating organisation nor any emerging Earthling identity. ECp is an individual civic status within the proto-system, not a collective identity.

4. Identity-independent reasoning

Your political positions may be inspired by religious, national, cultural, ideological or other convictions. But arguments for common political decisions must be assessable without accepting the teachings, authority or claimed universal validity of any collective identity. How policies affect members of different identities is a legitimate subject of deliberation, assessed through such shared reasons.

Support factual claims with evidence where reasonably possible. Distinguish established knowledge from interpretation and opinion, engage seriously with counterarguments and remain open to correction.

5. Respectful and constructive participation

Treat others with dignity, including when you disagree profoundly. Strong criticism of ideas, beliefs, institutions and policies is welcome. Personal attacks, harassment, threats, intimidation, incitement to violence and discriminatory abuse are prohibited.

Learning to recognise ID=GOV-based reasoning is challenging for all of us. Criticise such arguments without publicly labelling, accusing or shaming their authors, and raise concerns through the confidential channels described in point 8.

Address the subject and explain your reasoning. Questions, experience and objections are welcome, academic or not. Avoid deliberate disruption, spam, repetition and unrelated commercial promotion.

6. Honest participation

Give truthful registration information, including your age, and use only one account. Impersonation, fraudulent or automated accounts, and using AI or multiple accounts to fake independent human participation are prohibited. AI tools may assist you, but you are responsible for what you post.

Pseudonyms are permitted. Do not disclose others’ private or identifying information. Disclose financial, organisational or other interests where relevant for transparency. Your cultural identity does not require disclosure.

7. Democratic integrity

Democratic participation in AGORA is exercised by individual ECp holders, not by organisations, parties or other collectives. Organisations may contribute knowledge and proposals through transparent interfaces, but they have no collective vote or privileged authority.

Everyone has the same basic democratic standing. Where knowledge-weighted voting is implemented, additional weight is earned only through AGORA’s common, transparent PAI×SEC procedures, not through qualifications, affiliation, wealth or position as such.

Respect the procedures for deliberation, proposals, polls and voting. Coercion, vote manipulation and coordinated abuse of reporting mechanisms are prohibited.

8. Fair moderation

Moderation protects AGORA as a shared democratic arena. Concerns about ID=GOV-based arguments are handled discreetly, and flagging a contribution does not establish a violation. Where appropriate, moderation begins privately, with an opportunity to clarify or reformulate. It distinguishes misunderstanding and ordinary disagreement from deliberate or repeated violations.

Violations may lead to warnings, restrictions or withdrawal of access. Interventions must be proportionate, follow published rules and be open to challenge. Moderators are bound by the same principles and must act impartially. Mechanisms for confidential reporting, dialogue with authors and review are being developed.

9. Changes to these principles

These principles will develop as AGORA grows. By accepting them, you also accept that revised versions apply to your continued participation.

During the proto-phase, until Earth Parliament is established, responsibility for revisions passes gradually from United Earth to ECp holders. It currently rests with the association United Earth (org. no. 832 593 702) and will pass to the United Earth Foundation (under establishment). It will then be extended to include the Council network and, eventually, ECp holders themselves through AGORA’s democratic procedures. This transfer is gradual because AGORA must first have the actual capacity to carry out such democratic processes reliably. No revision can remove GOV//ID as a binding rule of the proto-system.

Significant changes will be published in advance with an explanation. If you do not accept a revision, you can end your registration.

If AGORA becomes an official democratic institution, participation must follow the adopted constitutional order, and access to civic and democratic participation must then be independent of personal endorsement of GOV//ID.
