Introduction
This Constitution defines the institutional framework for a peaceful, democratic, and ecologically responsible civilization on Earth. It is written as a final design, meant to guide humanity’s gradual transition from a fragmented world of nation-states to a unified system of global self-governance.
Structured for activation across three phases — from provisional launch to full federal implementation — the Constitution affirms the Declaration for Life as its highest moral compass. It defines a system built on three layers:
- Branches of Power (legislative, executive, judicial)
- Advisory Councils (ethics, science, culture)
- AGORA: the digital commons enabling global citizenship and direct democracy
All institutions mirror this structure from the local to the global level, and legitimacy is derived not from force or tradition, but from transparent process, ethical integrity, and democratic participation.
This is not a document of domination — it is an invitation: to co-create the future, safeguard the biosphere, and ensure justice and peace for all life.
The following text is a first draft to get the discussion going. The task of producing a version based on a broad expert panel will be given to the United Earth Councils.
PREAMBLE
Conscious that life on Earth possesses intrinsic value;
Mindful of our shared duty to present and future generations;
Guided by the Declaration for Life, which stands above all subsequent law;
Determined to safeguard cultural diversity while building trans-cultural, inclusive, and solution-oriented governance;
We, the citizens of Earth, hereby ordain this Constitution to establish a democratic, transparent, and accountable system of global governance capable of preserving the biosphere, ensuring justice, and promoting peace.
One Constitution, Three Activation Stages
This Charter is written as a single constitution for a future Earth Federation.
Each Article carries a tag corresponding to the phase in which it is intended to be activated:
| Field | Purpose / Meaning |
|---|---|
| Noun | The formal name of the governance unit at this level |
| Adjective | The descriptive form used when referring to that level |
| Definition | A concise structural description of what the level 'is' |
| Role / task | The main functions assigned to the level within the hierarchy |
| Above level | The governance level directly above this one |
| Units per above level | How many units this level may contain under one unit above |
| Units total | Very rough global total estimat to suggest scope and proportionality |
| Current equivalents | Real-world institutions or units that resemble this level |
| Usability of equivalents (%) | How much be reused (expertise, infrastructure, legal frameworks) |
| Not usable | Elements to depricate due to scale, structure, or incompatibility with culture-inclusive design |
| Completeness per today (%) | How close today's structures are to the functionally complete form of this level |
| Completing method | a) Using existing as is, b) Repurposing existing, c) Creating new institutions |
Safeguard Sunset
The Stage A custody clause—by which the three Councils hold the United Earth name, domain, and core digital assets—remains in force only until United Earth attains clearly demonstrable, planet-wide democratic legitimacy defined as:
When verified Earth-citizenship (members of the United Earth Association, i.e. proto-citizenship) equals a super-majority of the world’s eligible voters—currently estimated at four (4) billion adults.
No parliamentary vote can accelerate, delay, or override this automatic transfer.
Verification is overseen by the Councils of Ethics and Science using open, auditable registers that respect personal-data privacy.
On reaching the threshold, the Councils certify the milestone and automatically transfer custodianship of the United Earth brand and digital assets to the Earth Parliament.
